Australia PR visa sub-class 189 is for highly skilled worker who are willing to work and settle in the country but not having nomination from any state or territory of Australia.

For applying to Australia Skilled Independent Visa sub class 189 you first need to check if you are meeting the minimum point requirement for immigration or not. After complying with the minimum point requirement, you can submit your Expression of Interest (EOI). Note that without having met the minimum requirement, you can still submit your EOI, but such EOI will not be considered under Australia Skill select.
